As far as I know, it was first used by organizations like GFDRR (founded by the UN's World Bank) and UNICEF after a tsunami in 2004, but it was probably invented by one of UN's scheming marketer suits.

In brief, "Build Back Better" is a strategy for Globalist elites to use disasters (natural or otherwise) as an excuse to expand their influence over societies by building and controlling infrastructure, while passing it off as a harmless no-strings-attached rebuild to add extra Resilience .

The BBB strategies also include the stereotypical Globalist bullshit about promoting "fairness" and "equality."
