The Russian Defense Ministry reported that the Ukrainian military blockaded in Mariupol were offered to lay down their arms from 06:00 Moscow time on April 17 with a guarantee of life.

"Taking into account the catastrophic situation at the Azovstal metallurgical plant, as well as being guided by purely humane principles, the Russian Armed Forces suggest that the militants of nationalist battalions and foreign mercenaries stop any combat operations and lay down their weapons as of 6 a.m. Moscow time on 17 April."
