Because it isn't a forgery. Under US law, federal agents have special rights to anonymity, even when they are internally investigated for violent crimes and corruption.

In other words, if you are suspended at the FBI for rape, you can still get a job at a local police department or the private sector and avoid your disciplinary record coming up in a background check.

An FBI agent suspended in 2018 for raping a co worker at knife point has now been arrested for sodomizing an 11 year old relative.

He was never formally dismissed, much less prosecuted by the FBI for the alleged rape. He was then able to get a recommendation letter from FBI HQ to work as an Alabama state trooper.
